The Animal Welfare Act (AWA) contains a loophole that allows dealers to purchase cats and dogs from “random sources” (such as auctions or flea markets), acquire them from “Free to a good home” ads – or even pick them up off the street – and sell them to laboratories.
The Pet Safety and Protection Act (H.R. 2224), co-sponsored by Rep. Mike Doyle (PA) and Rep. Chris Smith (NJ), would make it illegal for these USDA-licensed “Class B dealers” to continue this practice.
Under the inadequate care of a Class B dealer, cats and dogs are often left to suffer without veterinary care, sufficient food, clean water, safe cages, or protection from extreme weather – all of this before they are sold to labs for large sums of money and subsequently used in research and testing.
Please contact your representative and urge them to co-sponsor the Pet Safety and Protection Act with this form, and put an end to this unconscionable “business.” It will only take seconds.
