The Humane Cosmetics Act (HCA, H.R. 2858) was reintroduced today with bi-partisan Congressional support. NEAVS thanks U.S. Representatives Don Beyer (D-VA), Martha McSally (R-AZ), Tony Cárdenas (D-CA), and Joe Heck (R-NV) for the strong leadership they're taking to end the inhumane and unnecessary use of animals in cosmetics testing.
"Public opinion tells us Americans want to see an end to the use of animals in cosmetics testing," says NEAVS President Theodora Capaldo, EdD. "Many leading cosmetics companies have already set the course by deciding to use humane and better science to test their products. However, it's the support of our Congressional leaders that will move the HCA forward and end this archaic and cruel practice."
Once passed, the HCA will end the use of animals in cosmetics testing within one year and the sale of animal-tested cosmetics in the U.S. within three. The U.S. will then be aligned with the E.U., Israel, India, New Zealand, Canada, Brazil, South Korea, and Vietnam - that have already ended or are taking significant strides toward ending outdated animal testing methods.

It's time all U.S. companies go 'cruelty-free'
and end the needless suffering and
death of millions of animals each year!
As a founding member of the Coalition for Consumer Information on Cosmetics (CCIC), and its Leaping Bunny logo program, NEAVS is committed to ending the needless suffering and death of millions of rabbits, mice, rats, guinea pigs, and other animals in product testing.
A highlight of NEAVS' ongoing outreach is promoting 'Cruelty-Free Beauty Days' at numerous community events. NEAVS' goal is to build awareness about the unnecessary use of animals in testing and research and increase public support for quick passage of the Humane Cosmetics Act into U.S. law.
