NEAVS serves as the U.S. Executive Office for Cruelty Free International, whose mission is to put an end to product testing on animals worldwide. Established by the BUAV (British Union for the Abolition of Vivisection), Cruelty Free International launched on March 15, 2012 from London, Boston, and Singapore. This NEAVS/BUAV partnership brings together two of the world’s longest standing and most respected animal protection organizations in a united effort. NEAVS heads up the U.S. Cruelty Free International office in Boston. Dr. Theodora Capaldo, NEAVS President, is Cruelty Free International’s U.S. Executive Officer.

Cruelty Free International is a global organization dedicated to ending animal testing for cosmetics and personal care products. Cruelty Free International places animal testing on the agenda of many governments for the first time. The internationally coordinated campaign runs out of regional hubs of partner countries, like NEAVS in Boston.
Cruelty Free International’s founding organization, the BUAV, was at the forefront of the 20-year campaign in Europe that brought into place legislation banning animals from cosmetics and personal care products safety testing across the 27 European Union member states.
The BUAV and NEAVS are leading members of the MAP coalition, which called upon the FDA to mandate the use of alternative tests to animals where these exist. Physicians, scientists, and veterinarians have all backed the petition. The MAP led the FDA to respond with promised policy change clarifying that animal tests are not required – a step in the right direction, but not nearly enough! Cruelty Free International is now building upon this work to encourage the FDA to ban animal testing for cosmetics and instead mandate alternatives.
The Leaping Bunny logo, used in both the E.U. and in the U.S. by the Coalition for Consumer Information on Cosmetics (CCIC) – of which both BUAV and NEAVS (a founding member) are part – is the internationally recognized certification guaranteeing cosmetics and personal care products are cruelty free from start to finish. Cruelty Free International calls on the U.S. Food and Drug Administration (FDA) to:
1. Mandate the use of alternatives to animals
In all areas of testing where alternatives to animals exist, they should always be used. Alternatives are safe, less expensive, reliable, and more predictive. This policy has been in place in Europe for 25 years – it’s time for the U.S. to adopt it as well. Legislation is not needed; a simple policy change is all it would take.
2. Ban animal testing for cosmetics and personal care products and ingredients
Again, legislation is not needed. Rather, the FDA can simply insert a clause into existing regulations stating that it no longer accepts animal test data to prove the safety of cosmetics. Alternatives already exist and should be used instead. The FDA could do this now.
With your help – and the will of the American public – we can convince the FDA to end animal testing for cosmetics and to require the use of alternatives everywhere they exist.
Over 80% of the world still allows animals for use in cruel experiments. Traditionally, cosmetics have been tested on animals, although in the majority of the world these tests are not specifically required by law. To market a product a company must demonstrate its safety, but this can now be done using approved non-animal tests and combinations of existing ingredients that are already established as safe for human use. There is an increasing awareness of the pain and suffering inflicted upon animals in product testing as well as growing pressure to replace outdated animal tests with superior non-animal methods that are scientifically more valid and relevant to humans.

Cruelty Free International was established to have a worldwide impact that will benefit animals and humans in today’s global market with its demand for consumer products.
